𝐀𝐧𝐬: This will depend on the domain being considered.

In mature domains such as solar PV, policy will drive implementation, while in nascent domains such as green hydrogen, both policy and technology innovations could be equally important to drive solution maturity and scale. In very nascent sectors such as third generation biofuels or nuclear fusion, technology innovation needs to drive the domain to a level when policy levers start mattering.
