  • The latest version of the ladder has promoted jet aviation and regional trucks, while demoting non-road mobile machinery, remote trains, local ferries, domestic heating, mid-to-low industrial heat, uninterruptable power supplies, and bulk power imports.
  • The ladder emphasizes the need for a long-term focus on hydrogen use cases, as some applications may not be sustainable in the long run. For instance, desulphurisation may become less necessary as fossil fuels are phased out.

Michael Liebreich is a leading global expert on clean energy, transportation, smart infrastructure, technology, climate finance, and sustainable development. He is the Chairman and CEO of Liebreich Associates, a consulting firm, and the Co-Managing Partner of EcoPragma Capital, a growth equity investor.

He has served on numerous high-level advisory boards and committees, including the UN’s Sustainable Energy for All initiative, the IEA’s Global Commission for Urgent Action on Energy Efficiency, and the World Economic Forum’s Global Agenda Councils. He is a visiting professor at Imperial College London and a member of the UK Department for International Trade’s Capital Investment Advisory Board. He has been recognized with several awards and honors, including lifetime achievement awards from BusinessGreen and the UK Renewable Energy Association, and being named a two-time Ernst & Young Entrepreneur of the Year finalist. In 2020, he became an official advisor to the UK’s Board of Trade, and in 2021 he co-founded EcoPragma Capital, a specialist provider of advisory and corporate finance services for the net-zero transition.
