He may have an important point when he says low R&D spending might not be the real culprit behind India's poor innovation record, but it could be the way the Indian manufacturing sector is structured.
He makes a case for moonshot prizes, similar to the Global Cooling Prize launched in India in 2018 that appears to have produced excellent breakthroughs. I'm not sure this alone is enough to get the country into the next orbit on innovation, but moonshot prizes for grand challenges can be a great start that can also provide some quick results.
